Capital Requirements Regulation · Official sources only
The whole CRR, in an order you can actually follow.
Regulation (EU) No 575/2013 runs to 787 articles across twelve Parts. The CRR Explorer puts all of it in one navigable tree — every Part, Title, Chapter, Section and article addressable by a link — and shows the amendments, technical standards, Q&A and guidelines that attach to each provision, each one linked straight back to its official source.
Now in 24 languages: one button switches the consolidated text, the pre-CRR III comparison, the amendment records and the technical standards to any language EUR-Lex publishes the CRR in, taken from EUR-Lex in that language.

Mission
We build regulation the structure it deserves: an organised way to navigate it, built entirely on the official sources, with a link back to the source for everything shown.
The CRR is public. Every word of it is free to read on EUR-Lex, and the material that interprets it — technical standards, Q&A, guidelines — is free to read on the EBA single rulebook. What is missing is not access. It is navigation: a contents tree that stays with you, an address you can send a colleague, and one place where a provision sits next to everything attached to it.
So this site adds structure and nothing else. It does not rewrite the law, summarise it in its place, or offer a view on what it means. The operative wording you read here is the operative wording EUR-Lex publishes, and every article, amendment, standard, Q&A and guideline carries a link to the official page it came from, so you can check it in one click.
Approach
Three commitments
These are constraints, not features. They decide what gets built and, more often, what does not.
Official sources only
Everything comes from EUR-Lex consolidated texts and the EBA single rulebook. No commentary is passed off as law, and no provision is paraphrased into the position where the operative wording should be.
A link for everything
Every article links back to its text on EUR-Lex, every amendment to the act that made it, every technical standard to its Official Journal entry, every Q&A and guideline to the EBA page it is published on. Nothing here asks to be taken on trust.
Built for how it is read
A regulation is a nested document people read non-linearly, jumping between cross-references. The tool is built around that: a persistent tree, addressable links to every provision, and amendment history attached to the article it changed.
The tool
The CRR Explorer
One tool, covering Regulation (EU) No 575/2013 in full. It opens in the browser, needs no account, and every screen in it is a link you can share.
Capital Requirements Regulation
The complete structure of the CRR in one navigable tree, with every Part, Title, Chapter, Section, Sub-section and article addressable by a link you can send to a colleague. Each level of the regulation carries its own colour, so you always know how deep you are without counting indents.
- TreeFull contents, always visibleCollapsible hierarchy covering all 204 divisions, with hover descriptions on every Part, Title and Chapter explaining what it deals with before you open it.
- SearchStraight to an articleType an article number or a word from a heading and go there. The tree filters as you type, so you can also use it to see what a Chapter contains.
- HistoryAmendments per articleWhich act changed a provision, when it applied from, and what actually changed — attached to the article rather than a footnote. 303 articles and two annexes carry this history.
- CompareBefore and after CRR IIISide-by-side view of superseded wording, with changed passages highlighted. Drawn verbatim from the consolidated version of 9 July 2024, the last before CRR III applied, for the 228 articles and Annex I whose wording changed.
- Q&AEBA single rulebook linksThe 986 links from an article to an active EBA Q&A interpreting it — 802 distinct answers across 274 articles and Annex I — each linked to its own page on the EBA platform, with its question ID, date and subject matter.
- StandardsAdopted RTS and ITSThe 133 Commission Delegated and Implementing Regulations that supplement the CRR — binding EU law — taken from EUR-Lex and attached to the article each act’s own preamble cites.
- GuidelinesEBA Guidelines, marked as not bindingThe Guidelines the EBA lists against an article, shown separately from legislation and labelled as comply-or-explain instruments under Article 16 of Regulation (EU) No 1093/2010.
- PagesRead a whole divisionOpen any Part, Title, Chapter or Section as a single page with every article in sequence — useful for reading a topic end to end rather than one provision at a time.
- LinksShareable referencesEvery article and every division has a stable address, so a link lands on the exact provision rather than the top of the document.
- TreemapThe whole CRR on one surfaceEvery Part, Title, Chapter, Section and article in a single sized breakdown you can click straight into — the fastest way to see how the regulation is weighted.

Sources
Where every word comes from
Four official sources, and no others. Each one is linked from inside the Explorer at the point it is used, and listed here in full so you can go to it directly.
The regulation itself
The navigation structure and the article text are transcribed in full from the EUR-Lex consolidated text in force on 26 June 2026, including the divisions added by CRR III. All 787 articles and 4 annexes are indexed and addressable, and verbatim text is carried for every one the consolidated text has wording for — the single exception, repealed Article 324, is stated on its own page rather than filled in.
Amendment history is built from the 21 acts that have amended the CRR, and covers 303 articles and two annexes. For the 228 articles whose wording changed with CRR III, the previous text is taken verbatim from the consolidated version of 9 July 2024 so the two can be read side by side.
Repealed articles and deleted passages stay visible, struck through and attributed to the act that removed them, so a cross-reference to an older provision still lands somewhere.
Languages — the Explorer’s Language button switches the article text, the pre-CRR III comparison, the amendment records, the headings and the titles and links of the technical standards to any language in which EUR-Lex publishes the consolidated CRR, each taken from EUR-Lex in that language and aligned to the English structure article by article; nothing is translated by this site. The interface, the hover descriptions, the EBA Q&A (published by the EBA in English only) and the EBA Guidelines (translated by the EBA; this site links the English documents) stay in English.
The material that interprets it
Adopted technical standards — 133 Commission Delegated Regulations (RTS) and Commission Implementing Regulations (ITS), taken from EUR-Lex and attached to the article each act’s own preamble cites, with 111 currently in force.
EBA Q&A — 986 links from an article to an active answer in the EBA single rulebook Q&A, 802 distinct answers in all, each linked to its own page with its question ID, date and subject matter.
EBA Guidelines — the 17 sets of Guidelines the EBA lists against CRR articles, kept in their own panel and never mixed into the list of legislation.
What is law, and what is not
Adopted technical standards are binding EU law. They are published in the Official Journal and linked here to their EUR-Lex entry. Where a standard has been superseded, it is kept and marked rather than removed.
EBA Guidelines are not EU legislation and are not published in the Official Journal: they are issued under Article 16 of Regulation (EU) No 1093/2010 on a comply-or-explain basis. Q&A record the supervisor’s view on how a provision applies; they do not change what the Regulation says. The Explorer gives law and guidelines a panel each and never merges them, and draft standards are excluded altogether, because a draft is not in force.
Nothing here replaces the official text, and that is a large part of why every link is there. This is an independent transcription of official material: it is built directly from the sources and checked against them, though no transcription is entirely beyond the reach of an error. Where a provision matters to a decision, follow the link and read it at source — that last check belongs to the reader.
